Government Laboratory,

I have the honour to report that much extra work and
responsibility has been given to the Government Analyst by the
passing of the Opium and Liquor Ordinances, as in addition to
seeing that the duties of a new assistant are properly carried
out, there will be numerous occasions when analyses and opinions
are required. During more than 16 years residence here a special
study has been made of this Colony's requirements and numerous
papers, such as those on Sanshu and Chinese Opium, have bean
published. The work involved in these has, I venture to think,
been of much service to the Government. Also a good deal of
useful information has been obtained in connection with the
work done for the general public. From the time that the
laboratory was opened to them in 1897, the number of samples
sent in, though few at first, has increased so that for the past
few years the fees paid into the Treasury for work done has
always been from $2,000 to $3,000 yearly. Therefore, it seems
to me that if promoted to another Colony, as has been promised
this knowledge of local wants will have to be cultivated
me,
by my successor, so I would respectfully ask that my name may be
taken off the Colonial Office promotion list, if these can be
given me in this Colony, a sun which sufficiently recognises the
extent and responsible nature of the duties of the Government
Analst, especially in view of the work entailed under the two
new ordinances referred to above.
